Fiscal Year 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks

The grant application period for the Fiscal Year (FY) 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks (CCTA Program) is currently open and will remain open until Friday, February 10.

The CCTA program provides $35.94 million to state, local, tribal, and territorial jurisdictions to improve their ability to prepare for, prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community.

ISIL’s Virtual Planners: A Critical Terrorist Innovation

On December 19, Anis Amri plowed a hijacked truck through the Christmas market in one of Berlin’s main public squares, killing 12 people. The following day, the Amaq News Agency of the Islamic State in Iraq and the Levant (ISIL) released a statement claiming responsibility for the attack. Although some characteristically skeptical commentators suggested that ISIL could just be taking credit for an attack to which it had no real connection, the militant group left no doubt four days later when it released a video showing Amri pledging his loyalty to ISIL’s leader, Abu Bakr al-Baghdadi.

Ohio Gov. John Kasich Signed Firefighter Cancer Bill

Ohio is now the 35th state in the nation to have cancer presumption legislation for the state's firefighters.

Gov. John Kasich signed the bill into law today (Wednesday) just after noon.

There are limitations to the law, but for those diagnosed with specific cancer linked to their hazardous duty, they can now receive worker's compensation benefits and medical treatment paid.

DHS S&T Calls for Anti-Jamming Technology Submissions

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) today released a Request for Information (RFI) for participation in the 2017 First Responder Electronic Jamming Exercise at Idaho National Laboratory in Idaho Falls, Idaho, July 17-22, 2017. The RFI, posted on FedBizOpps, is open to industry, academia, Federally Funded Research and Development Centers, and other government organizations with innovative anti-jamming technology solutions ready for testing and evaluation. The deadline for submitting applications is January 20, 2017.

Preparedness and Response to Active Shooter Scenarios and Incidents

The NFPA Standards Council is in receipt of a New Project Initiation Request for the development of an ANSI Accredited Standard addressing preparedness and response to active shooter scenarios and incidents. The request seeks an NFPA standard to address appropriate training, responder interagency coordination protocol, and the identification of minimal personal protective equipment appropriate for responders to active shooter incidents.

DHS S&T and Israeli Partners Call for Proposals on Advanced First Responder Technologies

Applications are now being accepted for the NextGen First Responder Technologies solicitation, an opportunity for a maximum conditional grant of up to $1 million, jointly funded by the U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T) and the Israeli Ministry of Public Security.

Program Profile: Police Body-Worn Cameras

This program equips individual police officers with body-worn cameras to record police encounters during shifts. The program aims to reduce use-of-force incidents and citizen complaints by increasing mutual accountability. The program is rated Promising. There was a significant reduction in police use-of-force, but no significant difference in citizens’ complaints.
